The on-line information about real situation is necessary for acceptance of administrative decisions at extreme situations during a freshet. One of the approaches of on-line informing task solution is multiaccess database creation, supporting of its urgency and granting an opportunity of access to the interested services and organizations. The information should be given as electronic maps, pictures, diagrams, schedules, text messages by means of the allocated communication channels or the Internet public channels. The data and soft hardware concentration of their interpretation in high-powered computer centers and guaranteeing of remote access to interested controls to the essential information solves the problem of installation expensive program and technical supporting, and maintenance of highly skilled experts in the government body. The use of geoinformation systems (GIS) is the world tendency in system engineering acceptance of the managerial decisions using the geospatial data.
There is conducting of geoinformation support system engineering of the freshet situations monitoring, using the satellite and ground data since 2002 in ЮНИИ ИТ . The basic functional requirements to the system are:
1. Data operative reception and processing.
2. The received data qualitative preliminary processing.
3. The received data immediate publication for reviewing.
4. The user interface maintaining for access to operative and archival data.
5. The interested services operative informing on some extreme situations revealed as a result of data processing.
Technical requirements to geoinformation support system:
1. Geographical binding of events with high accuracy maintenance in an automatic mode (for example, a space picture with the size of pixel).
2. Maintenance of users independence from soft hardware platform on which the system works.
3. Maintenance of the remote access to the information to any interested users.
4. Creation of friendly interface for maintenance simplicity of work with system to prepared and unprepared users.
5. The system should allow the export of monitoring data to various office appendices for their further processing and the analysis on places.
GIS estimation of freshet situations is realized with use of software ArcGIS of ESRI (USA) on the basis of supercomputer Sun Fire 15000 made by Sun Microsystems. For the organization of big and superbig data geobases the package ArcSDE (the GIS-sluice to relational databases) was established on the supercomputer. ArcSDE provides accommodation of the spatial data in database reading machine Oracle 9i, established on the supercomputer in a variant of multiprocessing work. The supercomputer provides geoinformatic tasks with reliable storage and processing scalar, vector, and raster data.
The established on a Web-server Package ArcIMS provides remote access of users to the geodata, placed in ArcSDE-Oracle geobase. There is possibility of users work in mode of access to published electronic maps with use of standard ready decisions interfaces on HTML- and Java-browsers basis and freely distributed ArcExplorer browser, and also in a mode of the protected corporate access to the geodata with use of developed specialized interfaces on Java and ASP basis.
The satellite data from space vehicles (SV) of "NOAA" and « EOS (Terra, Aqua) » ( USA ) series are used in system.
The revision of system proceeds in the following directions in ЮНИИ ИТ now:
· Inclusion of the accepted radar data from SA ERS-2 (the European space agency) in a technological line;
· Inclusion of the channel flow modelling block on the basis of the relief and bathymetry data for hydronetwork separate sites;
· Contours automatic vectoring and generalization of existing and predicting freshet situations for reduction of Web-pages weight;
· Development of means dispatching by e-mail the freshet situations maps, which includes in the structure only schematic vector maps. back |
