The goal of the Forum:

Supporting UNESCO to the fullest extent possible in its activities on preserving the world cultural and biological diversity, as a basis for the sustainable development of indigenous people of the Arctic countries and the Northern regions of the Russian Federation in conditions of globalisation, a time has come to determine a new strategy in the spheres of culture, education, science and information technology under the aegis of UNESCO.

Regarding this, it is necessary to join efforts to develop and implement the Sustainable Development of the Arctic Countries and the Northern Regions of the Russian Federation in the Context of Education, Science and Culture International Complex Programme under the aegis of UNESCO with their active participation as a condition for a new level of international co-operation in the form of long term programmes and projects.

The necessity of the Forum:

In thousand years, the indigenous people of the Republic of Sakha (Yakutia), Northern regions of the Russian Federation , and the Arctic countries have created a circumpolar civilisation with a unique experience of harmonious co-existence with nature in extreme climatic conditions, which can be presented to the world as a special model of sustainable development. In this aspect, the Republic of Sakha (Yakutia) has a large potential of spiritual, cultural and intellectual development amongst the Northern regions of Russia, in particular, the northern life philosophy, which is reflected in a unique style of indigenous people's healthy way of life, that had in many aspects contributed to the preservation of the safe ecology of the Arctic and the North.

Today, the social progress and sustainable development of the Arctic countries and the Northern regions of the Russian Federation may only be ensured within a multi-pole world, where they are given the historic mission as the main guarantor of preservation and sustainable development of the Arctic . UNESCO, as an international organisation, which is first and foremost dedicated to fulfilling an ethical mission, and initiating large scale international projects and research work in the fields of education, culture, science and information, can play an integrating role between the circumpolar and technical civilisations.

In regard to this, the international and regional co-operation on a new level of development, as a dialogue of cultures between the Arctic countries and the Northern regions of the Russian Federation under the aegis of UNESCO in a broad perspective, as long term joint programmes and projects, becomes even more important.

  • Dialogue and integration: new examples of sustainable development 

    Dialogue of cultures and new partnership : current issues of safeguarding the Intangible cultural heritage (folklore, traditional culture) of indigenous people of the Arctic and the Northern regions of the Russian Federation , in connection with the declaration of the Yakut Heroic Epos Olonkho a Masterpiece of Oral and Intangible Heritage of Humanity. Issues of supporting and renewing current and new projects and programmes on education, culture, and science of the Arctic countries and the Northern regions of the Russian Federation with an aim of promoting the Sustainable Development of the Arctic Countries and the Northern Regions of the Russian Federation in the Context of Education, Science and Culture International Complex Programme under the aegis of UNESCO.

    Dialogue and integration : issues of training new specialists in the spheres of education and science for implementing new international programmes on sustainable development of the Arctic and the Northern regions of Russia , for a purposeful integration of scientific and spiritual-intellectual potential of the society, corresponding to the Human Development Index (developed by the UN). With this aim it is necessary to widely use the informational and technological experience of developed countries of the foreign Arctic for the development of joint projects and programmes.

Dialogue and integration: new examples of sustainable development

1st section.
Dialogue of cultures and new partnership: spirituality and the preservation of traditions

Discussion of the current issues of safeguarding the Intangible cultural heritage of indigenous people of the Arctic and the Northern regions of the Russian Federation, in connection with the declaration of the Yakut Heroic Epos Olonkho a Masterpiece of Oral and Intangible Heritage of Humanity with an aim of promoting the Preservation, Revival and Development of the Yakut Heroic Epos Olonkho (2006-2015) Action Plan. Current issues of theoretical (philosophical) comprehension of the problems of the northern civilisation, northern type of human, and the healthy way of life while preserving the safe ecology of the Arctic countries and the Northern regions of the Russian Federation .

2nd section.
Dialogue and integration: risk of disappearance and the search for stability

The issues of preserving disappearing languages and indigenous minorities of the North; new types of nomadic schools in permafrost and the Pole of Cold conditions on the example of the Republic of Sakha (Yakutia). Issues of developing and introducing new innovative projects on further development of new communication and information technologies in education, culture and science for purposeful regional integration in the Arctic countries and the Northern regions of the Russian Federation, using the experience of northern territories of highly developed countries.

CONCLUSION OF THE FORUM

Announcement of the Address of the participants of the Forum from the Arctic countries and the Northern regions of the Russian Federation to UNESCO.
