Dear Mr Koichiro Matsuura!

On behalf of the Participants of the International Forum we express our deepest gratitude for the honour of your personal participation in the work of the Forum, and for your sincere attention to the issues of the sustainable development of the Arctic and the Northern regions of the world!

We, the representatives of the Arctic and the Northern community of the states and the peoples, living in the coldest part of the Oecumen, where the unique spiritual and material cultures of the Circumpolar world were being created by the efforts of our ancestors for many millennia, recognising the commonality of the interests and the responsibility for the historical destiny of the future generations, and considering the strategic importance of the Arctic and the North as the largest biosphere reserve of our planet in conditions of the rising pressure from the factors of global development, find it necessary to prepare and develop the UNESCO International Integrated Programme: Sustainable Development of the Arctic in the Context of Education, Science and Culture. This programme should consolidate and co-ordinate our knowledge and efforts on many different levels with an aim of realising a new ideology of development of the Arctic and the Northern regions of the world, and new models of social progress that correspond to the demands of the modern times.

We express our deepest respect and gratitude to the Republic of Sakha (Yakutia), its people and the President of the Republic Mr V.A.Shtyrov for the excellent organisation of the Forum and the kind and friendly welcome. Supporting the initiative of Yakutia, the welcoming hostess of the International Forum, we ask for your support in the establishment of the International Olonkho Centre under the aegis of UNESCO in the City of Yakutsk of the Republic of Sakha (Yakutia) of the Russian Federation . We are confident that our desire to combine efforts for resolving the urgent issues of the development of the Arctic and the North in all spheres of life of Man and Society will find understanding and support of UNESCO.

Allow us to express once more our deepest gratitude for your participation in the work of the Forum, and to wish you, and in your person, the whole international community united under the aegis of UNESCO, good health and happiness, peace and kindness, fruitful work in the name of preserving and reviving the material, spiritual and cultural heritage of the peoples of the world!
