This competition is aimed at a choice of the best team for general conception design of the World Mammoth and Permafrost Museum . The competition will be held in two stages.

IV - Main characteristics:
The INTERNATIONAL MAMMOTH AND PERMAFROST MUSEUM in Yakutsk is a part of an ambitious program of creation of a park dedicated to individual and family excursions according to the environmental, ethnography and history themes.
This is a unique place, it can't be seen elsewhere. It lays a great emphasis on the findings of woolly mammoths, frozen more than 10.000 years ago. It reminds us that once people coexisted with the mammoths.
The INTERNATIONAL MAMMOTH AND PERMAFROST MUSEUM is a museum of natural and human sciences. It deals with the present practice in museography, which is dedicated to distribution of knowledge and realization of modern scientific researches. The work of the museum will be directed on a deep analysis of interrelations between natural and human sciences, which will allow visitors to think on sense and appointment of modern world.
The originality of the scientific and cultural project lies in the uniqueness of the artifacts of the collections and in the notability of the place that was chosen for construction of the museum. This place is at the basis of a hill, having underground permafrost galleries. Architectural project must not only meet cultural and scientific demands, but also underline the unique landscape of district.
The architectural project will have to meet the scientific and cultural goals, and also will have to make the institute be acknowledged at the international level. The project must confirm the role, which might be played by cultural and scientific institutions in creating the avant-garde architecture, given the traditional culture of the country.
When projecting, due to the innovational and very simple ideas application, the sustainable development factor must be taken into account. The economy of the building must be registered also, in order to guarantee a practical energetic economy. The building is designed to ease future changes, especially the changes in the field of research and studies.

V - Contract duration and execution period:
Once started, a guarantee letter fixates every execution period. The planed starting date for execution of the work is January 1, 2007.
VI - Conditions for financing and payment of the project
The preliminary approximate budget stipulated for the architectural works of the present competition is equal to 11 millions of USD (United States Dollars) excluding taxes and state duties, valuation on September 2006. Thus, foundations of the building in the permafrost, outside landscaping (parks, roads, and electric systems), scientific program, museography and scenography are not included into this budget.
The whole capital expenditure amounts to 18.000.000 USD (United States Dollar), excluding taxes.
The government of the Republic of Sakha (Yakutia) has already allocated 9.000.000 USD (United States Dollar) into the Republican budget, which makes 51% of the whole sum, plus help in technical work perfection, in construction of the foundations in permafrost conditions, outside landscaping (parks, roads, and electric systems), scientific program, museography and scenography.
Payments on these works will be delivered in fixed conditions according to the public accountancy terms and the contract of order.
Conditions for application
The best 6 candidates allowed continuing the competition will be chosen by the contracting authority taking into account opinion of the judges of the competition. It will look at the qualification, skills, credentials, means, and characteristics of the candidates under their presented documents. The documents must be written in English.

The deadline of the tenders to be sent on: November 3, 2006,15 hours GMT.
Conditions for candidatures' offer submission
Candidates' applications should be sent in an envelope by a registered letter with notification on
reception or with any mail delivery service (U.P.S, D.H.L., express mail service) at address
stated below. Candidates will have to check the delivery of their documents.
Above at the left part of an external envelope there should be a mark "Application for m.oe.
Museum - Not to be open by delivery service".
Submission of the documents on electronic device (CD-rom, diskette) is not allowed.
Jury members are not named out yet. There are only the categories named out. The list of the jury members will be published at the moment of the announcement of competition between six chosen winners.
Yet, no participant is selected.
Currency: euro or USD (United States Dollar).
The present notice is not an obligatory one.
Criteria of the competition committee for selecting the 6 candidates
The choice of the candidates will mainly be carried out according to:
- The quality of the credentials given by the competitor. The credentials must contain characteristics of past projects in cultural field and in public buildings already developed (credentials have to be closed to the present subject and project' goals).
- The skills of the team (structure and management).
- The operational means owned for fulfilling the assignment, especially including availabilities for that project.
- Technical and financial guaranties
The contracting authority will choose 6 candidates that will be invited to take part in the competition. Competitors can refer to the Contest Rules of the present competition for details. The Contest Rules overwhelm the details given hereafter.
Criteria of the competition committee to estimate the 6 winners' projects
The six teams that will be chosen by the contracting authority will receive a reviewed program on November 9, 2006 that will not differ much from the one given in the first stage of the competition. Candidates will be given 40 days to present the model sketch with notes relative to architectural spaces, general economy of the project, especially in energetic field. The projects will be presented to the competition committee anonymously.
Criteria that will be taken into account when selecting the winners:
- Conformity to the project's program and regulation.
- Architectural profile, insertion into the landscape and brand goodwill created in relation with the museum theme.
- Functional organization of space.
- Respect in budget quotation estimated by the contracting authority (candidates to use the costs of their countries).
- Building standards and adherence to security standards.
- Global project economy in the means of exploitation and maintenance (economy of energy, renewable sources usage)
Jury will submit a ranking of the projects to the contracting authority. The contracting authority will sign the agreement with the winner(s) of the competition. The contracting authority is not bound by jury opinion. Documents of non-elected candidates will be returned.
Structure of the team:
The present competition is open to teams of general design, which must have the professional skills in the following fields:
- Architectural research
- Technical research on structure, fluids and particularly air conditioning, renewable sources usage, acoustics
- Safe treatment of the environment
- Visitors' circulation, reception and public spaces safety conditions.
- New communication technologies in all spheres.
- Economical study.
These professional skills can be jointly presented if broken down, for each skill, by staff and means, with the corresponding credentials. Joint operation and partnership are allowed.
Partnerships, jointed suppliers, pool member's legal form
In case the winner is a pool, partnerships will have to be settled, as the pool will work jointly. If the pool is not a partnership, it will have to adopt this legal form, as required by the contracting authority.
