Ivan Vladimirovich Mistyukevich – is Honoured Doctor of the Russian Federation and the Republic of Sakha (Yakutia). An honorary citizen of Bulunsky district. He began being a surgeon. Since 1986 he has been a physician of Bulunsky District Hospital.
On his initiative the Maternity and Childhood Secure Centre, Anti-Tubercular Clinic were opened in Tiksi, three divisional hospitals were built there and provided with modern medical equipment. He organized the annual examination of the far villages' population.

Best People of Russia is published once in 5 years. It consists of two books, 800 pages each, and contains about 15 thousand personnels. People are selected according to the letters of credence written by regional authorities and NGOs.
